The activity was kindly hosted by Civil Aviation Authority of Thailand between 25 and 27 of September 2018 in Bangkok.
The meeting follows the mandate of the ASEAN Transport Ministers who signed a Mutual Recognition Agreement for flight crew licenses in October 2017.
̶ Establish gap analysis between regulations and procedures practiced in States
̶ Support development of the implementation procedures
̶ Develop a roadmap for the next steps, in support of the Kuala Lumpur Transport Strategic Plan 2016-2025

2.1.2 Gap Analysis, Development of MRA – FCL Implementing Protocols – Workshop 2 ( 26-28 February 2019)

The activity was kindly hosted by Civil Aviation Authority of Viet Nam (CAAV) at their Headquarter in Hanoi from 26 to 28 February 2019.
The meeting follows the action items determined during the first workshop in September 2018. It will continue to support the implementation of the MRA for Flight Crew Licenses signed in October 2017.
Collect opinions from AMS about roadmap developed and acceptance level of proposals.
Drafting implementation protocol 1 – qualification of FSTD – on the basis of Gap analysis.
Start discussion regarding implementation protocol 2 – Qualification of ATO.

2.1.3 MRA-FCL workshop 3 – Development of Draft Implementing Protocol 1 on FSTD ( 27-29 August 2019)
The activity was kindly hosted by Civil Aviation Authority of Malaysia (CAAM) in Penang from 27 to 29 August 2019.
The objectives of the workshop are as follow:
Completion of Implementation Protocol 1 – qualification of FSTD – on the basis of AMS inputs.
Discussion about the Implementation Committee.
Development of Implementation Protocol 2 – Qualification of ATO.

The meeting followed the action items determined during workshop in August 2019. It will continue to support the implementation of the MRA for Flight Crew Licenses signed in October 13, 2017.
Complete the Implementation Protocol 2 – qualification of Approved Training Organisations – on the basis of AMS inputs.
Discuss about the Implementation Committee.
Evaluate possibilities for impact assessment to assist decision-making in the MRA-FCL development
Prepare for development of Implementation Protocol 3 – Safety Oversight Capabilities of NAAs.
